Ancelmo Miguel “Migs” Catalla is the founder of eUGNAY, a digital governance startup that streamlines local government services and enhances civic participation in the Philippines.

Over the years, Migs empowered over a thousand young journalists as the first Community Head of Explained PH. He also spearheaded education-focused initiatives as National Project Head of Youth Service Philippines, where he led the establishment of mini-libraries in marginalized and post-conflict communities.

In 2021, he became the first Filipino finalist of the Chegg.org Global Student Prize, a $100,000 award recognizing extraordinary students worldwide. In 2022, he was hailed a “Natatanging Lider Kabataan ng Quezon,” an award given to 30 youth leaders of Quezon province in the Philippines. In 2025, he was the sole Filipino winner of the Social Venture Challenge at Harvard WorldMUN, where eUGNAY first received international recognition.

Migs is currently a public administration student at the University of the Philippines.
